Docomomo Bulgaria and the safeguard
of the cultural heritage of the 20th century

On
 the occasion of April 18th, The International Day for Preservation of Cultural Monuments and Sites, here is a memory from almost 20 years ago, dedicated to the activities of DOCOMOMO International.

In 2002, the Bulgarian National Committee of ICOMOS proposed to the group of Do.Co.Mo.Mo. Bulgaria of the time to jointly celebrate April 18th as the entire year of 2002 was designated to the safeguard of the architectural heritage of the twentieth century.

T
he two voluntary professional non-governmental organizations, namely BNC of ICOMOS and Do.Co.Mo.Mo. Bulgaria, decided that for the full implementation of the idea it was necessary to involve as a co-organizers the Union of Architects in Bulgaria (UAB), the Society "Associated Sofia Architects" and the professional journal "Architecture".

The members of Do.Co.Mo.Mo. Bulgaria were appointed as authors of the exhibition’s contents, as follows: Petar Iokimov, Ljubinka Stoilova, Dobrina Zheleva-Martins, Valentina Varbanova, Galina Ivancheva, Julia Radoslavova, Miriana Jordanova, Iskra Dandolova.
Prof. Dr. Arch. Hristo Anastasov, a honorary member of Do.Co.Mo.Mo. Bulgaria was associated as a consultant. For a reviewer of the entire work of DoCoMoMo Bulgaria was invited Prof. Dr. Arch. Rachel Angelova, who was a Member of the Management Board of BNC of ICOMOS and a member of one of the International scientific committees of ICOMOS.

The team decided to celebrate April 18th by commemorating the 10th anniversary of DOCOMOMO International (founded in 1989-1990), as well as by presenting their activities within the international organization (since 1994) through the preparation of register fiches for objects of Modernist architecture, participation in international conferences and publications, alarming about
objects of the Modern Movement in Bulgaria at risk.

When allocating the physical and financial responsibilities for the preparation, U
AB's participation was to provide an exhibition room at the Central Home of Bulgarian Architects. The Associated Sofia Architects responded warmly with an office for the preparation meetings and small financial support for the purchase of the exhibition panels. The participation of BNC of ICOMOS consisted of a commitment to popularize the event and attract the company of one of its members (Konstantin Peev) as a sponsor for the reproduction of some photos.

At the last moment, it turned out that
all exhibition rooms at the Central Home of Bulgarian Architects had been booked for rent within the set time of the already announced exhibition.

The design and arrangement of panels were carried out at the home of the coordinators of Do.Co.Mo.Mo Bulgaria.

The
only free areas where the exhibition panels could be arranged were the narrow walls of the staircase from the entrance level to the second floor of the building and around the offices of the President and Vice President.

The benefit was that all visitors had to observe the exhibition panels while they passed up and down the stairs. Despite the vicissitudes, the Bulgarian Architects were acquainted with the pioneering work of safeguarding the Modernist architecture.

After 30 years of existence of DOCOMOMO International and the activities of its members in Bulgaria, nowadays the cultural heritage of the Modern Movement is of high value not only for architects, but also for a wider circle of connoisseurs in Bulgaria.

Planning organisations from the creative sector present a joint statement on the New European Bauhaus

 ACE-CAE PRESS RELEASE

19/11/2020

The joint statement is supported by the representative European organisations of architects, spatial planners, landscape architects, interior architects, engineers, designers, artists, educators and researchers of the built environment, who welcome the New European Bauhaus initiative put forward by the President of the European Commission as part of the Renovation Wave strategy.

For ACE President, Georg Pendl, who initiated this collective project: "We were delighted to hear the President of the European Commission say: "But this -the renovation wave- is not just an environmental or economic project: it needs to be a new cultural project for Europe“. This can be the start of a game-changing policy, as renovation isn’t seen as a technical issue only, but promotes a holistic approach, not only including the quality of the design, but putting it at the core."

Statement

The New European Bauhaus
Making the Renovation Wave a Cultural Project

We, the representative European organisations of architects, spatial planners, landscape architects, interior architects, engineers, designers, artists, educators and researchers of the built environment, enthusiastically welcome the New European Bauhaus initiative put forward by the President of the European Commission as part of the Renovation Wave strategy.

With this initiative, the European Commission complements the economic, social and environmental measures of the Renovation Wave strategy with an essential cultural dimension. By making the Renovation Wave a cultural project, including all stakeholders, and by including architectural quality and design quality as key principles to steer it, the Commission initiates a fundamental shift. This can be a game-changer in the transition to a more sustainable economy and society and will bring the Green Deal closer to citizens for their well-being.

It opens the door to a more holistic approach to our built environment, seeking to enhance, at the same time, economic, social, environmental and cultural values. Thus, it builds on the 2018 Davos Declaration Towards a high-quality Baukultur and principles included in the New Leipzig Charter and, in its implementation, will help to reach the UN Sustainable Development goals.

In this holistic approach, the cultural dimension is central. It goes far beyond aesthetic considerations and is the main driver for quality planning processes and quality projects, as well as a source of inspiration and innovation for the other pillars of sustainability, given that arts are providers of crucial twenty-first century competencies, such as critical thinking and problem solving.

The holistic thinking and cultural approach that underpin the New European Bauhaus initiative must lie at the heart of the Renovation Wave strategy and inspire all its measures to raise the full potential of the strategy and achieve a ‘quality renovation wave’, making a difference in people’s minds and quality of life, and achieving Europe’s climate neutrality objective.

This holistic approach is needed at all spatial scales, whatever the size of the project – from landscape architecture to town planning, neighbourhood development, infrastructure, buildings and interior architecture and design. We very much welcome the ambition of the European Commission to facilitate exchanges across disciplines, as we share the view that it is the best way to spur creativity and innovation.

It reflects well how our professions work, every day, on the ground. Through our respective networks, we are ready to support the development of this initiative, notably by:

- acting as an information platform, able to reach a large audience via its member organisations;

- assisting the implementation of the key principles of the strategy in the education, as well as the research agendas of schools and institutes;

- identifying and collecting best practice examples and innovative projects;

- enabling contact with renowned professionals and experts, who would be able to give greater visibility to the initiative;

- offering a knowledge and expertise hub, to help the European Commission to further design the initiative and ensure that its process delivers the desired outcomes;

- facilitating   initiatives to upskills professionals in the targeted sectors;

- obtaining inputs from public authorities and decision-makers, with whom we are in regular contact in our daily professional practice at all governance levels;

- acting as a partner for co-organising consultations, co-creation initiatives, and awareness-raising events targeting professionals, students and citizens.

We are very much looking forward to collaborating with the European Commission and all stakeholders to make this initiative a success.

In Memory of Prof. M.Arch. Milka Bliznakov - Ten Years After Her Death

Humberto Rodriguez-Camilloni
https://archdesign.caus.vt.edu/faculty/humberto-rodriguez-camilloni-ph-d/

Dear friends,
Good Morning and welcome
to this special commemoration and celebration to the life of Milka Cherneva Bliznakov;
this known to some of her closest friends as Mimi and to some of others as Grande Dame of Blacksburg.

It’s hard to believe that she’s not with us. But I’m sure she’s listening and she’ll listen to us throughout this morning we’re going to be reminiscent and remembering some of the best moments with her.

I’d like to think of the day back in 1974 when Milka came to the interview by the late dean of architecture Charles Burcher. Dean Burcher was very well known for his extraordinary ability to discern quality of human beings. So, instantly he recognized that he was in the presence of a remarkable lady. And I’d like to think he would have said to himself: “This is the kind of woman teacher I desperately need on my side. If not, this is the kind of woman teacher I need by my side.”

And so it was - 27 years ago when my wife and I came to Blacksburg for the first time we would only need the exchange of a couple of words to come to verbalisation that, indeed, we were in a presence of a very special lady.

Throughout the years we were to develop, of course, a very lasting friendship. There was really much more than that for Milka very quickly came to be Aant Milka to my children, as I am sure she did to many of you and perhaps also becoming mother to some of you, to all of us.

So, all of us have been touched in one way or another by the friendship and the love that Milka so generously showered upon us.
… And many more that would like to be here with us but for some reason are not or could not be here with us today.

But we are very honoured to have with us Milka’s brother Dimiter, nephew John Martin and niece Joy Adelle that always made Milka very proud for Milka often used to say: “I have the best nephew and best niece in the world” – very typical of her words.

She lives behind an extraordinary rich legacy - her achieves as a practicing architect, as an architectural historian, as a scholar, as a teacher, are matter of record.

She left around the world an incredible family of friends, colleagues, admirers.
If any of you would have traveled to any corner of the world, I’m sure you would have very soon met somebody that would have asked you about Milka: “How is Milka doing?”

She was indeed so popular that incredibly she had a chapel, the best chapel in the world, no doubt.

But I would like to speak just a few more words we are going to be, I’m sure, hearing from all kinds of experiences - from colleagues, from friends, from family, from students - the human quality of Milka that was truly exceptional, for she was, indeed, an extraordinary human being.

She spoke her mind. Did she ever speak her mind? But she stated the importance of speaking out for what you think, it is right. And she did speak outloдk what she believed in.

This she must have learnt from her childhood and I asked Dimiter who shared with us last night. This was a quality that she inherited from mama.

That we had in fact here in Blacksburg and perhaps many of you had the honor to meet her on occasion of the celebration of her 80th birthday.

Milka loved music. She supported the visual arts and that would be another statement for she supported and loved the visual arts and music with passion. So, no remembrance of her would be complete without music and this is going to be a big part of our program this morning. And it just so happens that three of her closest friends happened to be also musicians extraordinaire. So, we are going to hear from David Philips, from Nitza Kats and from Ken Holiday at the piano. They’re going to play a very special tribute to Milka’s memory.

As we remember her this morning I would like you to think of two things to carry away with you. One is this: on a clear day, when you see in the sky an extra humulous cloud or two, to not be confused - this is Milka, having a pouph …
and at night you look up in the sky and you will see a new star shining bright, you’ll know that that is Milka shining upon us.
And she always will.

How did the Bauhaus get its name?

DOCOMOMO Journal (pp. 88-89).

Richard Friebel.

Martin Wagner (1885-1957).

Завършва архитектура в TU Munchen и в Architectural Association School of Architecture London.
