Draft Action Plan: Cultural Heritage and Localizing the SDGs


The outcome report of the ICOMOS Coordination Meeting on the UN Sustainable Development Goals (SDGs), held in Istanbul on 4-5 February 2017, has been finalized. The report features the summary of the meeting proceedings, the draft ICOMOS Action Plan ‘Cultural Heritage and Localizing the SDGs’ and appendices including background information and resources.
ICOMOS committees and members are requested to provide comments to the draft Action Plan by 30 April 2017 to Ege Yildirim, ICOMOS Focal Point for the SDGs, at ege.yildirim@icomos.org.

The Istanbul Meeting Proceedings / Сборник с материали от срещата в Истанбул 

The international coordination meeting on the SDGs convened in Istanbul in February 2017 by the Focal Point for SDGs, with the support of ICOMOS Turkey and ICOMOS International Secretariat, endeavoured to gather key representatives of ICOMOS International Scientific Committees and National Committees, as well as representatives of key partners of ICOMOS, to exchange ideas and mobilize ICOMOS activities toward advancing the cause of ‘heritage as a driver of sustainability’. This event is a formative part of ICOMOS’ efforts for implementing the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals, in particular Target SDG11.4 to “protect and safeguard the world’s cultural and natural heritage” under the heading of “sustainable cities” (SDG11).
The meeting was attended by a total of 61 participants (38 local and 23 international) and facilitated active discussions by ICOMOS members and participants from partner organizations. Building on the foundation of an informed and interested core group of ICOMOS members, the next focus was on bringing together the diversity of ideas coherently into ICOMOS’ SDGs framework. Toward this end, and based on the discussions during the meeting and comments from invited ICOMOS delegates, an ‘Action Plan’ was drafted to undertake work under the priority action headings. After being put through a consultation process within the wider ICOMOS membership, the Action Plan is expected to guide concerted ICOMOS efforts in the 2017-18 cycle, when the first review of SDG 11 will be done by the UN General Assembly (July 2018), and beyond, within the perspective of 2030.

The ICOMOS Action Plan for ‘Cultural Heritage and Localizing the SDGs’ is drafted as a guiding roadmap for ICOMOS members, as well as other culture and heritage advocates, to follow toward achieving implementation of the Sustainable Development Agenda at the national and particularly the sub-national (regional and urban) levels. Mandated by the ICOMOS Board to be prepared by the ICOMOS Focal Point for the SDGs in collaboration with the ICOMOS Sustainable Development Task Force, the Action Plan sets forth our vision, mission and main principles, as well as a ‘toolkit’ or ‘menu’ of actions that can be taken by committees and individuals under the three Action Areas of General Advocacy and Organizing, Localizing the Means of Implementation and Monitoring Implementation. 
All ICOMOS committees and members are requested to provide comments to ege.yildirim@icomos.org by 30 April 2017 to the draft Action Plan (click here to download), which will be finalized in May, and promoted in the UCLG (United Cities and Local Governments) Culture Summit taking place on 10-13 May 2017 in Jeju, Republic of Korea. 
The ICOMOS Board, SDG Focal Point and SD Task Force strongly encourage all colleagues to embrace this roadmap and take as many actions as possible within their capacity, to achieve widespread mobilization of cultural heritage advocacy in sustainable development policy, planning and practice.

Heritage and Sustainability in the SDGs 2030

In parallel with G7 Culture meeting in Florence, ICOMOS, in its role of advisory body for UNESCO, together with ICCROM and IUCN, brings together experts, mayors, public administrations, associations and civil society for the implementation of United Nations 2030 objective on Sustainable Cities and Communities. 
The main goals are the promotion and the strengthening of ICOMOS Italy, the realization of concrete actions for the protection of endangered areas and the struggle against climate change and hydrogeological risks and migration crisis. These objectives will be persecuted by recognizing the legitimacy and responsibility of protection associations and communities. The new perspective is to overcome the monumental approach to Heritage by reaffirming the centrality of peoples in its realization and management. A model based on inclusiveness, maintenance, landscape beauty, healthy nutrition, whole-chain traceability, recycling, knowledge and local self valorization by focusing on human values is proposed. 
The discussion will be organized into working groups for the developing of good practices. Agreements between organizations and institutions will be signed to give legitimacy and voice to the enormous richness of associations and movements and to propose concrete actions for cities and communities affected by the earthquake and the areas at risk. In those areas the paradigm shift is not to separate the urgent intervention to provide houses immediately from environmental and social sustainability. 
Buildings, DIY even, shall nonetheless combine water and energy-saving technologies and urban value. The recover shall avoid aggressive restoration and promote the re-use of buildings by the time they are secured, through the allocation of sums to populations for welcoming, education, and labour.
The location choose for the Forum, the Complex of SS. Annunziata, retains a high symbolic value: sacred space and cradle of creation. Synthesis of spirituality and identity of Florence, it represents the entire Florentine Renaissance, as was elected by the most eminent artists of that time, including Leonardo, Michelangelo, Andrea del Sarto, Pontorno, Giambologna, as working siege and location for the creations of some of their masterpieces. Guarded by the “Servi di Maria” Order, who founded it in 1250, the Complex is an example of how community creates and preserves the city through the centuries. In the SS. Annunziata cloister, prototypes intended as gift to earthquake-affected areas will be exhibited to the public.

Успоредно със срещата на G7 в областта на културата, ИКОМОС в ролята си на консултативен орган на ЮНЕСКО, заедно с Международния център за изучаване, опазване и реставрация на културни ценности (ICCROM) и Международния съюз за опаване на природата (IUCN), обединява експерти, кметове, публини администрации, сдружения и гражданското общество за осъществяване на целите на АГЕНДА 2030* на ООН за устойчиви градове и общности.
Основните цели са насърчаването и укрепването на ИКОМОС Италия, реализирането на конкретни действия за защита на застрашените зони и в борбата срещу промените в климата, хидрогеоложките рискове и миграционната криза.

Тези цели ще бъдат преследвани чрез признаване легитимността и отговорността на сдруженията и ощностите за защита и опазване.
Новата перспектива е да се преодолее монументалния подход към наследството като се потвърди централното място на хората при реализацията и управлението му. Предлага се нов модел, безиран на прибощаването, поддръжката, красотата на пейзажа, здравословното хранене, проследяването на цялата верига на рециклирате, знания и местна самооценка чрез фокусиране върху човешките ценности.
Дискусията ще се проведе в работните групи за развиване на добри практики.
Споразумения между организации и институции ще бъдат подписани за да се даде легитимност и гласност на огромното богатство на асоциации и движения, и да се предложат конкретни действия за градовете и общностите, засегнати от земетресения, и областите в риск.
В тези области смяната на парадигмата е не да се отдели спешната намеса за непосредствено осигуряване на къщите от екологичната и социална устойчивост.
Сградите, дори и тези от типа "направи сам", трябва въпреки всичко да съчетават водно- и енерго- спестяващи технологии и урбанистична стойност.

Възстатновяването трябва да избягва агресивната реставрация и да насърчава повторното им използване след като са обезпечени чрез насочването на финанси към населението за посрещане на посетители, образование и заетост.

Мястото, избрано за форума - Комплексът на Сантисима Анунциата, е с висока символична стойност: свещено пространство и люлка на творчество.
Синтез на дохувността и идентичността на Флоренция, той представя целия Ренесанс на Флоренция, избрана от най-известните художници от онова време като Леонардо, Микеланджело, Андрея дел Сарто, Понтомо, Джамболоня, за работна среда, където творят някои от своите шедьоври.
Пазен от Ордена "Серви ди Мария", който го е основал през 1250 г., комплексът е пример за това как общността е създала и опазила града през вековете.
Прототипи, изработени като дарове за районите, засегнати от земетресения, ще бъдат изложени пред обществеността в манастира на СС. Анунциата.
